Speaker: WRC-19: What's At Stake for the Satellite Industry?

Mr. Turner is currently serving as the Deputy Director of Spectrum Policy & International Engagements for the Department of Defense (DoD) Chief Information Officer (CIO). His primary duties are the development and oversight of DoD spectrum policy and strategic plans to ensure the efficient and effective use of the electromagnetic spectrum. He supports the development of DoD spectrum policy and advises the Department on domestic and international regulatory matters. He has served in this position since Oct 2001 beginning with his hire to the Office of Assistant Secretary of Defense for Command, Control, Communications and Intelligence (OASD C3I).

In 1984, Mr. Turner began his civil service career at Wright Patterson Air Force Base as an electronic engineer in the Aeronautical Systems Center, Engineering Avionics Division. He served as the communications, navigation, identification, and antenna lead project engineer on the F-15 and F-22 programs. Additionally, Mr. Turner was assigned to be the lead engineer for the F-22 Electronic Warfare and CNI aperture programs. . His contributions to both programs led to the successful deployment of the two fighter aircraft.
Mr. Turner was then assigned to Headquarters Air Force in the Pentagon. He was detailed to serve as an electronic engineer in several AF space intelligence positions starting in 1995 prior to his being reassigned to OASD C3I in 1998. Mr Turner served as a technical expert to the DoD and Department of State regarding international satellite regulatory policy. He later took a position in OASD/C3I and remained with the organization which eventual became DoD CIO.

Mr. Turner received a Bachelor’s degree in electrical engineering from Tuskegee University, in Tuskegee, Alabama and Master of Arts, Telecommunication Policy, George Washington University, Washington DC.
