James J. Miller is Deputy Director of the Policy & Strategic Communications Division within the SCaN Program at NASA. He is responsible for advising Sr. NASA management on domestic U.S. and international PNT/GNSS policy and technology issues. JJ is NASA’s representative to the State Department GPS International Working Group (GIWG), formal Liaison between the United Nation's (UN) International Committee on GNSS (ICG) and international space agency Interagency Operations Advisory Group (IOAG), and works as the Executive Director of the National Space-based PNT Advisory Board. Prior to his NASA assignment, Jim was the Deputy Director of the Office of Navigation and Spectrum Policy at the U.S. Department of Transportation (DOT).

Prior to Jim’s government service, he was a Program Manager for the Flight Standards and Technology Department at United Airlines, where he assisted in determining airline industry policy on emerging communications, navigation, and surveillance technologies and applications. In this capacity, he was a founding member of the International Air Transport Association (IATA) Spectrum Protection Steering Group, Vice-Chairman of the ARINC Aeronautical Frequency Committee (AFC), and a flight operations representative on the Air Transport Association (ATA) Flight Systems Integration Committee.

Prior to working in the corporate sector, Jim was an academic researcher at the Queensland University of Technology, Space Center for Satellite Navigation, in Brisbane, Australia. He is a commercial pilot with degrees in Aviation Flight, Aviation Management, Master of Public Administration degree from Southern Illinois University (SIUC) and Master of International Policy and Practice (MIPP) from The George Washington University (GWU).
