Speaker: UAVs, High-Altitude Platforms, and Satellites: Cooperation or Competition?

Dr. Moldovan serves as the Chief Engineer for ISR and Mobility Services at SpeedcastGov. He received his PhD degree from University of Pittsburgh. Following graduation, he worked for RCA Laboratories in Princeton NJ. Were he received a NASA award for work done a Multi Spectral camera that has flown on the Space Shuttle. Moving to California Dr. Moldovan worked for Hughes Aircraft and many years at Hughes Space and Communications then Boeing Satellite Systems.
Moving to Northrop Grumman he worked on design and implementation of communications links both line of sight and beyond line of sight (SATCOM). Some work performed that is relevant to the topic of the panel was an IRAD addressing the system design of Pseudo-sats based on High Altitude Platforms (HAP). After a few years at ViaSat, he worked as a consultant in the field of SATCOM after which he was hired by SpeedcastGov as Chief Engineer for ISR and Mobility Services.
