Doug Schroeder became an Oversight Executive within the JCTD office in February 2019 after serving USD(A&S) as Deputy Director, C4ISR Division and Branch Chief for National Intelligence Systems since July 2016.
A native of Milwaukee, Wisconsin, Mr. Schroeder was commissioned an officer in the U.S. Navy upon graduation from Purdue University in 1982.
He later earned Master of Science degrees at the Naval Postgraduate School (NPS) and also the National Defense University / Industrial College of the Armed Forces (NDU/ICAF).
During his 26 years as a naval officer, Mr. Schroeder was designated as a Naval Flight Officer, Engineering Duty Officer, Joint Specialty Officer, and Acquisition Workforce Professional in Program Management, Systems Engineering Test and Evaluation, and Information Technology.
He served multiple tours on Navy Staff and Air Staff, and one tour on Army Staff.
Duty assignments included the Space and Naval Warfare Systems Command, Strategic Systems Programs Office, National Reconnaissance Office, SPAWAR Space Field Activity (plank-owner), Transformational Communications Office (as Director in command), and the National Security Space Office. He concluded his naval career a Navy Captain as the senior space-qualified Engineering Duty Officer in the Navy, and as the Space Systems Engineering community mentor.
Following his transition from the U.S. Navy in 2008, Mr. Schroeder worked in private industry and as an independent consultant for eight years as a space systems engineer, an acquisition professional, a program manager, and as a senior executive in business development for material solutions providers such as Intelsat General and Raytheon in spaceborne solutions and capabilities. He returned to the Pentagon in 2016 to advise Navy Staff on the tactical exploitation of national capabilities, and later the Office of the Secretary of Defense in defense and intelligence work specializing in space acquisition, program management, systems engineering, and satellite communications enterprise architectures.
